In a small bowl, mix together the olive oil, balsamic vinegar, garlic, water, fresh rosemary, salt and pepper.
To a resealable plastic bag, add the steaks and pour the remaining marinade into the bag. Seal bag and refrigerate steaks for 4-24 hours.
Add some extra rosemary for additional flavor. Cook the steaks for approximately 5-6 minutes per side for a medium sear.
